Rubbish heaps and sewage-filled streets

Hi

Is the red part fully natural? Any other suggestions please?

The once-beautiful town had literally gone to the dogs. All could be seen were rampant rubbish heaps and sewage filled streets.

Thanks,

Tom

Hi Tom, rampant is not good here, because it includes the idea of some kind of literal or figurative motion. The once-beautiful town had literally gone to the dogs. All that could be seen were rampant rubbish heaps and sewage-filled streets.
