'RUBBERGUNS' and 'the BUSINESS END of the barrel'

Hi,
could someone explain me the mechanisme of the RUBBERGUNS, these toys from the childhood?

And too, the meaning of this: '...stretch that (the rubber in round strips) all the way to the BUSINESS END of the barrel.'
