If I write, "please let me know if you plan to go" does this solicit both "I'm going" and "I'm not going" responses?

You might just get 'I'm going'.
I suggest "Please let me know if you plan to go or not / whether or not you plan to go'.

Are you sure you don't mean 'come' r
