Fillmore and Harding were two different people. So, you need to say it this way.

Ok, but what is it to do with "ridiculing"? that's what I don't understand.

Hi,

Fillmore and Harding were US Presidents. They were not well-known when they took office, and today they are commonly ridiculed as having been poor Presidents.

The idea is that, by deciding to choose a little known figure, the EU will have a President who will also be ridiculed.
