To tune roughly, i.e. not thoroughly or perfectly.

Tune: adjust for (better) functioning (Example: "Tune the engine")
Rough: not perfected (Example: "A rough draft")

In English teaching, it is when a teacher adjusts his or her level of Language to make sure the students can comprehend his or her speech. eg. a teacher of Elementary learners of English must speak to students slowly and very clearly, using easy vocabulary and sentence structures.
