What is the difference between "Rot" and "Decay"?

and

Plastic doesn't rot or Plastic doesn't decay ???

Either one is fine.

Both verbs mean the natural process that happens to food, wood, flesh, etc. over time.

Decay also is used to non-material things - their relationship decayed so badly, that the couple decided to divorce.

The Roman civilization slowly decayed, and the empire fell to barbarians

A dentist would probably find the difference to be one of degree: what starts to decay becomes rotten.

An environmentalist, I think, would say that plastic doesn't 'decompose'.

"Rot" is usually used for food or other organic matter. "Decay" can be used for most anything.
