"roster" is singular, but the verb agrees with "students", not "roster". The sentence is an inverted way of writing: Several tennis students are listed on the tournament roster.

In this instance, the subject of the sentence is ‘students’ which requires the plural verb, ‘are’. The word, ‘roster’ is in a prepositional phrase, “On the tournament roster” and cannot be a subject.
