Rosa can speak Japanese _____ as a native speaker.

Rosa can speak Japanese ___ as a native speaker.

(A) more fluent

(B) fluently

(C) as fluent

(D) as fluently

The given answer is D, but I think both B and D are fine.

I think if we choose B as the answer, the sentence means Rosa is a native speaker and she can speak Japanese well. Is it correct?
