Room x is so expenxive as room y.

Can 1 have the similar meaning as 2?

1. Room x is so expenxive as room y.

2. Room x is as expenxive as room y.

I think 1 means ' Room x is very expenxive like room y' only, i.e. 'so' of 1 means 'very.' So I think 1 can't have the similar meaning as 2.

That's because you clicked "Verify answer", whether accidentally or purposely, to show you thought it was the best answer in the thread! (I put it back where it was because it seems you didn't intend to do that.)
