Hi<br/><br/>The Penguin Dictionary of English Idioms (Daphne M Gulland) published in London defines the proverb this way:<br/><br/><i>Rome was not built in a day--<b>Nothing of value has ever been achieved without great effort. </b></i><br/><br/>I don't think the meaning given is very appropriate.
