Rome was not built in a day

Hi

The Penguin Dictionary of English Idioms (Daphne M Gulland) published in London defines the proverb this way:

Rome was not built in a day--Nothing of value has ever been achieved without great effort.

I don't think the meaning given is very appropriate. What do you think?

I don't think it is the best definition. I don't know why they mention effort and not time taken.
