Here's what I found in the dictionary, but I still failed to understsand its true meaning:

(1) people pay a price for being on the move constantly in that they don't plant any roots in a specific place;

(2)people who are always on the go avoid responsibilities and cares

Q1: Are the two explanation of the similiar meaning?

Q2: When should I say it?

It's hard for you to settle down and make your place seem like a real home. (2)people who are always on the go avoid responsibilities and cares Let's say work for a company, but you change your job responsibility very often.
