Roistering / watering holes

Hi teachers,

Excerpts:

Kennedy contributed his own share of dark family drama at Chappaquiddick and in his late-night roistering in the watering holes of Capitol Hill before he settled down happily with his second wife,....

Does "roistering" mean "reveling in drinking, smoking and partying"?

Does "the watering holes" mean "a place where people gather socially", in this case, on Capital Hill?

Thank you.

Hi Mister Micawber,

Thanks for your help.

Does "establishment" mean a unit of government department?

How to connect "the watering hole and Capitol Hill"?

Thank you.

drinking establishment = bar, tavern, pub
Capitol Hill = the city of Washington D.C. It has many bars, just like any American city.
