Rising: adjective, gerund or present participle

The rising amounts of money remitted by guest workers have also significantly contributed to remittances to HCM City, Minh said.

I am a bit confused about the role of "rising" here. Is it a gerund, an adjective or a present participle?
To me, it seems to be a gerund.
It would be great to hear your opinion.
