Ring within ring of unknown

Dear all,

I do not understand the meaning of this expression, ring within ring (of unkwnon). Its from Lawrence's book Seven Pillars of Wisdom. Does it mean that (someone) is surrounded by unknown or constantly in the presence of unknown.

The fuller context (which you should have posted) reads: "There seemed no straight walking for us leaders in this crooked lane of conduct, ring within ring of unknown, shamefaced motives cancelling or double-charging their precedents. " It is concentric rings of motives : direct and indirect personal, political, etc motives; greater and lesser loyalties.
