Ring within ring of unknown

Dear all,

I do not understand the meaning of this expression, ring within ring (of unkwnon). Its from Lawrence's book Seven Pillars of Wisdom. Does it mean that (someone) is surrounded by unknown or constantly in the presence of unknown.

" It is concentric rings of motives : direct and indirect personal, political, etc motives; greater and lesser loyalties.
