Ring in the new year

What is it supposed to mean to RING in the new year?
I see this a lot at New Year's Eve parties ad campaign, such as "All's welcome to ring in the new year at this party", which really doesn't make any sense to me because no results in a dictionary indicates any matchful meaning.

Does anybody have an idea?
