Rights of the People+Has Been?

Hi[H]

I have quote this sentence from one of my book. Would you please check this sentence and let me know your valuable views. People is a plural but here Has been is used. I think it should be Have been. I would also like to know in this sentence which is subject and which is object.

"Fundamental rights of the people has been included in third part"

You should provide more context. It is probably wrong, but it could possibly be correct (except for the missing "the") in a context such as
The first part of the book discusses legal theories of liberty.
The divine right of kings is treated in the second.

The reason you need to say 'have been' is not that people is plural, but that rights is plural. You can see this more clearly if you temporarily omit 'of the people' from the sentence.

but if i say "Still people haven't seen it yet" than its a wrong sentence or what?

is correct, because people is plural.

However, you need a comma after Still, or this could be understood as
People who are still (dead?) haven't seen it yet
