Rightfully applies

Hello,
Can you please tell me if the sentence is OK, and if I can use statement rightfully applies in this context. Thank you.

Although it is not the direct subject of this paper, this statement rightfully applies to the political negotiation and to resolving open issues with neighbouring countries.

If you are talking about political negotiation in general then you don't need the article "the".
