Are both of these sentences correct?

We will not have a journal club meeting next week.
We will not not meet for journal club next week.

I would say that the word 'meet' involves a face-to-face meeting. But 'a meeting' means slightly less - it means that we can discuss and make discussions in other ways:

- It's going to be really difficult to meet you next week. Could we do a WebEx meeting instead?

I understand what you are saying: if 'meet' is the verb and 'meeting' is the noun surely, so long as we use either word correctly, we are going to end up saying the same thing

To my mind, however, a verb (in English, probably in other languages too) has more force; sounds more genuine; more personal. I b
