Right procedure

Hello!

I would like to know if it's correct a language course hires for one, language instructors (not as teachers) who only finished their language course, but that don't have any of those required certificates of proficiency, as well as have never lived abroad or coursed a university in the educational area, but who have total fluency in the language checked by written and oral exams.
