Right over there

Hi, everybody, I've found the next sentence in a song: "He's right over there;" and I'm not sure what it means exactly.

I'd know the meaning if it were written: "He's there"; "He's right there" or just "He's over there" but this isn't the case. Can anyone help me out with this, please?
