What id the difference between these?

Am I smart or what.
Am I not smart or what.

For example:

I solve a math problem and then say one of them.

Thanks you for your help. So both can be used to emphasize that I am smart after doing/solving something, and the word 'not' does not alter the meaning. Have I understood correctly?
