There are a number of English idioms with "water" that could fit. It seems that the song writer meant that they keep on making the same mistake, and they are back in the impossible romantic situation again.

That is some of the worst poetry I've ever read. Thanks a lot. He says her love keeps pulling him in because it's contagious. I guess the water is what it is pulling him onto, their relationship.

His line is barely language, much less an expression in English. The closest thing to it is when we go back in the water to swim after having come out for a while.

I’m only super late to this but just listening to it now and initially thought he meant water as a form of rebirth.

Like, he keeps trying to walk away only to be reminded of the love he has for her and there back in the water or “reborn”
