Riff-raff

Hi

Does "riff-raff" and "the riff and the raff" mean the same thing?

Thanks

I haven't heard "the riff and the raff", so I would say it has no real meaning, unless you've heard it somewhere.

I saw this phrase in a book.

Some guy thinks to himself that certain people are remaining high above the riff and the raff.

I just suppose it means they're above riff-raff, they're more important, better etc.
