Riddle help

I'm doing a little scavenger hunt and I'm lost. Here are some clues if anyone can help me out.

Why do you run when the leaves turn gold

You will wait all night for him to show but it could mean stop instead of go

He is on the run so keep up the pace it will take a clever soul to finish the race

He is out of sight from things that go bump in the night

Little ones will soon search for sweets but won't find it beneath their feet

The old soldiers know this is not where you need to go

No trace of him will you find he is hidden where no light will shine

It's a pretty good bet he won't get wet

The county always holds the bounty

You will just go round and round if you go downtown

There's no need in looking up it will be a pain in the neck

They traveled this way long ago you may say yes but he says no

You won't have a fright theres light throughout the night

Don't awaken you'll be gravely mistaken

No matter what you have been told he may be as small as a softball but a great pumpkin of gold

Search where many have fun but you will have none

Be fast on your feet only travel on the streets

House one bound but no right where he is found.

Even though you wont see his face, a city light reveals the hiding place. Travel to far and you'll lose the race
