Riddle

I'm probably being very silly with this but am terrible at solving riddles.. can anyone help?

I have brows but no eyes
I look down from the skies
I'm a relative of chlorine
But nowhere near as clean
I'm as viscous as I am loud
I stay close to the nimbus cloud

My guess would be sulfur: there is the notion of sulfur clouds found in the Nether, the foul smell of sulfur emanations, the loud bang sulfur-containing gun powder, and sulfur can be used to grow thicker eyebrows. And it comes just before chlorine in the (Mendeleev) periodic table.
