Rhetorical question

Hello

One of my friend made a statement ' this town seemed to be filled with oldies. where have allt he young ones gone."

The other said "on FB ??"

On enquiring about the question marks i was told that its a rhetorical question

I believe that if the sentence was "have you checked FB??", then it would have been. Can anyone clarify ??
