Rewriting a Sentence

Hello,

Can we rewrite the following sentence:

“Anonymous will take down any business they have going on the internet and the ninety nine per cent will not stop until the registration has been revoked and a public apology has been made."

as:

“Anonymous will take down any business they have going on the internet and the ninety nine per cent will not stop until the registration would be revoked and a public apology would be made."

Do they mean the same?

until an apology [is made / has been made]

After until it's not will be revoked, would be revoked, will be made, would be made, or anything like that.
