I need to have this sentence translated into words that would make more sense to someone that wouldn't understand the words. "to forego no fitting opportunity to further the progress of civilization"

I think you have misread the sentence. The presence of 'no' after forego means that he/she will forgoe nothing. You have flipped the idea on its head.
