Revisited upon several times over

Hi

The author in her book writes something about violating someone else's will. She says that each school or faith outlines the retribution to be faced for this transgression, and all are similar in their assertion that the harm done will somehow be revisited upon the perpetrator several times over.

Does it mean that for the harm done the perpetrator will be punished many times? The punishment will come back to him/ her many times?
