revised "to"

(revised to 1993. updated 1996)
In the above phrase, which was taken from Handbook of the IPA, what does "to" mean? why not just say "revised 1993, updated 1996"?

I take it to mean that there were regular revisions, small alterations to the text, in the years leading up to 1993. Then they decided it was all turning into a bit of a mess and properly re-wrote it all in 1996.
