"Project Management and development process in XXX is no different than any other IT shop. At all management levels tasks are assigned, primarily, by reviewing workload and technical expertise of teams. Business Managers make such decisions in meetings with Project Managers and Project Managers assign tasks and review progress in meetings with their team. Their decisions are also based on the input they receive from the team members about their current tasks. In this process, Managers have to wait for team meetings to happen to get a sense of the progress status and the decisions are based on the judgment of managers with no quantitative evidence to support or assist decision-making. Also, clusters are very inward looking, focusing on its client only with little or no means of sharing the knowledge and resources with other clusters who might develop or in a process of developing products of similar nature but in different domain."

and the second paragraph

"The process has lots of room for improvement. Firstly, an application to record and report project status would enable management at all levels to get “real time” knowledge of project status which can assist decision-making as well as can automate aspects of current “project/team meeting process”. The application can also be used to share technical/domain knowledge between various clusters that would help improve all aspects of project management and would result in efficient resource utilization as well as minimizing the duplication of efforts. Moreover, there is an opportunity to restructure the business model by developing generalized applications typically used in public sector and then clusters can simply customize them to meet business requirements of their ministries."
