I have been screening all the files I met unattended to and found it necessary to contact you personally to know the status of your payment.Also note that with my background as the former chairman of Debt Monitoring and Reconciliation Committee, I will make sure that no one owes any body. The Federal Government must pay whoever they owe and if there is any outstanding fee on your part must be paid before your payment is made to you.We have expressed cases where someone is positioned to received money on behalf of some government officials; please note that being truthful in this matter will be for your own interest. I get all kinds of **** like this.
I wonder if the scammers are ever scammed? It can probably be done ya' know?
I know it's silly, but I have to write it anyway.
I've been tempted to write them back with something that goes like:

Re: Delinquent Accounts (Nigeria-U.S.)
As President of the United States of America, and upon further review of old accounts,
it has come to my attention that Nigeria owes the United States $250 billion US.
As the Finance Minister of the Federal Republic of Nigeria, and making sure that,
and I quote; "I will make sure that no one owes any body". I will assume you have either ignored, destroyed or lost the records indicating
how much Nigeria owes the United States.
As it is my sworn duty to protect the US from financial loss, be it known that such losses will be
deemed a terrorist act under HR 1371 of the Homeland Security Foreign Threat Analysis Act.
And immediate action on my part is called for by said law.

You should deposit the above stated amount of money in a new bank account for this
specific purpose made by you or the state of Nigeria, and contacting me with the bank
account numbers following the email address as posted here.

If you do not deposit the money in the next 30 days, I will be forced by law to
order military action, up to and/or including a thermonuclear strike on Nigeria
specifically to disrupt and/or dismantle any further Internet usage by any Nigerian
government officials.
Thank you for your cooperation.
You will comply with this legal standing order in a timely manner, or your country
will be put out of business permanently.
If you think this is bad, you just don't understand how much worse I've thought
about making it.
