Returning a call

Does answering a call, responding to a call, and returning a call mean the same thing ?

The first two seem similar, but I am no sure about the last.

What kind of 'call' are you speaking of? If someone has received a phone call and is then calling the other person back, he is 'returning the call'. The other alternatives are not natural.

But if a person calls another person on a phone and the other person picks up the phone and talks to him, would you you call that returning a call or is it just receiving a call ?

But if a person (A) calls another person (B) on a phone and the other person (B) picks up the phone and talks to him, would you you call that returning a call or is it just receiving a call ?-- B is receiving a call, not returning one. If A call B but B is not there and B's secretary later tells B that A called, and then B calls A back, B is returning A's call.
