Can you please explain to me what the underlined parts mean.

While the site is considered safe there's still a chance that the repository will fail, in which case there will be some radiation contaminating the environment. Should this happen, it would be best if we could retrieve the waste and store it in a safe place.

"retrieve" there means "to get something (the waste) back.
