Retrieved if .. failed.

Can you please explain to me what the underlined parts mean.

Maintaining the pretense of an unassailable site also has had an unfortunate impact on the design of the repository. Currently they plans to build a complex that would be backfilled and sealed off after it had been loaded to capacity. Expert like Tom assert that this approach is foolish. Instead, the government should design the facility so that the waste could be easily retrieved if the repository failed.

"retrieve" there means "to get something (the waste) back. While the site is considered safe there's still a chance that the repository will fail, in which case there will be some radiation contaminating the environment. Should this happen, it would be best if we could retrieve the waste and store it in a safe place.

Thanks for your reply. By the way, can you pleae explain to me what ' maintaining the pretense..... unassailable site ' mean?

maintain = keep on saying that something is true even though people don't believe you

unassailable = impregnable

The phrase means that they continued to say that the facility was completely impregnable and safe but that wasn't the case.
