Because all our memers vote to have a retreat each year but only half attend, the union president says general funds are not going to be used this year to pay the expenses.

May I ask what retreat means here?

Sorry but I still don't get it. Is it like a vacation or something? Why would they do so?

It's not really a vacation, no.

It means they are going away somewhere secluded to work on something important without external interruptions.
