Yes, smaller than expected. Correct except for the comma I added (2nd subject with new verb

I believe it's correct. "Retarded" usually means behind the typical time curve, or slower than normal to reach a certain stage of development. Size is certainly a measure of this, but there are often qualitative measures as well. Perhaps some specific feature is supposed to appear at a given number of days into the life cycle of the thing in question (apple, in this case.) - A.
