Resume

Hello, Which one is correct? 1) Service will resume in one hour. 2) Service will be resumed in one hour. After thinking about it for awhile, I suspect that #2 is correct because people must carry out the action. However, #1 is commonly used and sounds quite natural to me. Thank, DavidK
