Restricted

Hello.

"Access to the hall is restricted to students only."

How do you understand this sentence? I mean, whether the access is only for students, or everyone but students.

In my opinion, it seems as if students aren't allowed to enter.

And what about: "Access to the hall is restricted for students only."?

This seems to me as if only the students are allowed enter.

Am I right? (I doubt it.)

Thank you in advance.
