Restrict vs Prohibit

Hello, Every one,

I was wondering if this sentence is grammitical.

I agree children under the age of 16 should be restricted to use mobile phones.

I think it should be changed into one of the below :

1. I agree children under the age of 16 should be prohibited from using mobile phones.



2. I agree children under the age of 16 should be banned from using mobile phones.

3. I agree using mobile phones should be restricted to people over the age of 16 .

4. I agree children's usage of mobile phones should be regulated.



What do you think about my idea?

In this case, 'Restrict' can be replaced with 'Prohibit' ?

Both verbs are the same meaning?

I don't think so:

Restrict means to decide its boundary while prohibit is to ban or prevent it totally.'

A restriction can be a prohibition but generally it means to curtail or curb something. The only problem I have is the thought of prohibiting somebody from using something that could be useful in an emergency situation instead if restricting use outside of that same situation. It's a moral thing not a grammar thing.
