Restaurants (that are) open around the clock

1. There are a few restaurants that are open around the clock.

2. There are a few restaurants open around the clock.

I don't know if 1 and 2 are the same.

If different how different they are?

What I know is a relative clause plus a be verb can be omitted.

Ex) He is a doctor (who is) working at ABC [ A better example doesn't come to mind -.-;;]

Yes, in #2 there is just an omission of words from #1. Otherwise, they are the same.
