Hi,

If I say "the final decision rests with you, not me", what does it mean?

1. It is your responsibility to make that decision, not mine, so I won't do it.

2. You have the authority to make this decision, and I don't, so I can't do it.

Is "the final decision always rests with you" respectful enough to be said by a subordinate to a senior?
