Responsible for

1, My own country the United States is principally responsible for obstructing progress in Bali.

2, My own country the United States is principally responsible for helping progress in Bali.

#1 is critisizing his country, right?
I didn't know responsible for is used that way before Mr. Gore said it.
Can I say #2 to mean that the country is obliged to help progress?
