Responsibility for V-Gerund VS Reposibility of V-Gerund

Which one is grammatically correct?
If both are correct, which one sounds more natural to native speakers' ears?

In most situations, "responsibility for doing something" sounds more natural to me.

"He has responsibility for monitoring costs." -- OK

"He has responsibility of monitoring costs." -- Unnatural

I might use "of" in "the responsibility of":

"He has the responsibility of caring for her." -- OK
