Responsibility

a. "He is responsible for the failure."
b. "He takes responsibility for the failure."

Sentence a suggests he is judged to be the cause of the failure. Sentence b suggest he explicitly indicates that he is the cause of the failure. What about:

c. "He bears responsibility for the failure."
