Respect Vs Comply with

Which one is better and why?

"All recommendations should be respected." 'Respect' is not a good or common word here. It does not really suggest any concrete action.

"All recommendations should be complied with." 'Comply with' is not a good or common choice here. It is normally used with rules, regulations, commands. These are all stronger words than 'recommendations'.
