I'd like to know if they are interchangeable and how to know which to use, the first dictionary says they both can be said but the others say nothing.

"In this/that regard" & "In this/that respect" = Yes, these can be used interchangeably However, just the words "respect" and "regard," cannot necessarily be used interchangeably, because each has more than one meaning and they are not all parallel meanings. I hope this helps. -S
