--- Does it mean that men have "power" and "strength of character"? Is it what the author meant by "resources"?

I don't think so. Holding power and resources is a simple fact. How they got to be in that position is not addressed.

I don't think so. Holding power and resources is a simple fact. How they got to be in that position is not addressed. "Resources" would be wealth and whatever is required to produce more wealth.
