resolve and solve

Hello,
I realize there are context where one is better than the other, but don't they both mean the same in this sentence: "Diplomats are hoping for a speedy solution/resolution to the border crisis."?

When there are a lot of people involved, don't we usually use "resolution"? That's what I came up with.
