Resident VS Citizen

What is the difference between resident and citizen? And which one shall I use in formal text?

In Canada, one broad difference is the legal one. If your status is 'citizen' ,you can eg obtain a passport, eg vote, If you have only 'resident' status, you can''t do these things. Clive
