"Researchers are BASED on" Is this structure possible?

The sentence below is OK to me because analysis is based on selected "promising" clusters.

Based on selected "promising" clusters, a post-clustering discriminant analysis is performed to automatically validate and characterize the clusters.

But the below sentence seems odd to me. For "the researchers are based on their promising and unexpected findings in mice" doesn't show any agreement between subject and predicate. I mean 'is based' allows 'analysis' as a subject, but doesn't seem to allow 'the researchers.'

Am I right?

Based on their promising and unexpected findings in mice, the researchers concluded that electromagnetic field exposure could be an effective, non-invasive and drug-free way to prevent and treat Alzheimer's disease in humans.
